LUCENA CITY – In line with the recent approval of the law for a national identification system in the entire country, the Sangguniang Panglalawigan (SP) of Quezon has come up with its own counterpart for all the legitimate voters in the whole province to protect their interests and enjoy the benefits extended by various local government units in the field of health, education, agriculture and social services.

Spearheaded by 4th district board member Isaias Ubana II, the SP majority floorleader, the legislative provincial council has passed during its regular session last Monday “An ordinance providing for the issuance of a Quezon Provincial Identification Card to all legitimate voters in the province”.

“Dahil po dito, para maprotektahan at lalong makapakinabang ang ating mga lehitimong mamamayan at botante ng mga pangunahing serbisyo ng ating pamahalaang panglalawigan, pambayan, panglunsod, at pambarangay sa larangan ng kalusugan, edukasyon katulad ng scholarship, pang-agrikultura, kagalingang panlipunan o social services at iba pang programa at proyekto, mahalaga po na may sarili at hiwalay tayong paraan upang matukoy ang sarili nating lehitimong mamamayan at mga botante” said Ubana II in his privilege speech during the SP session presided by Quezon vice governor Samuel Nantes.

The ordinance said that the provincial government through the governor is authorized and directed to issue a provincial ID to all legitimate voters of the province as of the 2016 elections and thereafter and all succeeding voters who may register after the approval of the ordinance.

It provides that the provincial governor is further authorized to adopt the design and features of the provincial ID, which should be a plastic credit card type ID. Pending the issuance of the provincial ID, a temporary one may be issued in the legislative district through the initiative of the SP members at their own expense or from their own office allocations.

Nantes expressed support of the issuance of the provincial ID saying that it is timely that the province should release its own ID system for the benefit of all the province’ voters.

Ubana stressed that the provincial ID card will be issued free to all the voters of the province and that it will serve as the secondary ID to the national ID issued by the national government.

“Upang maging mandatory at magkaroon po ng basehan ang ating gobernador na ipatupad at paglaanan ito ng kaukulang buwis ng ating pamahalaang panglalawigan ay baka may pagkakataon na maisama po ito sa proposed Annual Budget para sa taong 2019 ay imbis na pangkaraniwang Resolusyon lamang ang kailangan po ay isang Ordinansa,” said Ubana.

In his privilege speech he cited Republic Act No. 11055 or the Philippine Identification System Act which provides for the national ID card for free in Metro Manila and Calabarzon (Region 4-A) by yearend funded by P2 billion for 2018.

The national ID card system is designed to streamline necessary identification for different government transactions – from health insurance to housing loans – into one card. Under the law, the national ID will contain demographic information which include the holder’s full name, sex, date and place of birth, blood type, address and nationality. Three pieces of information will be marked as optional in the national ID: marital status, mobile number and e-mail address. It will also collect biometric information, particularly a front-facing photograph, full set of fingerprints and an iris scan.
Earlier, on Jan. 15, 2018, through Ubana’s privilege speech the SP passed a resolution endorsing to Gov. David ‘Jayjay’ Suarez the issuance of a free ID card for all the legitimate citizens and voters in Quezon province.
