DSWD Laguna intensifies compliance monitoring of 4Ps beneficiaries

CALAMBA CITY, Laguna – The intensified compliance monitoring of Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries has now resulted in the decline in the number of active beneficiaries for the second quarter of 2019.

“Mula noong April na 43,000 ngayon po ay 33,000 na lang,” Provincial Link Mildred Mina of the Department of Social Welfare and Development (DSWD) disclosed during the recent Laguna Provincial Advisory Committee (PAC) Meeting here.

The number of beneficiaries decreased by ten thousand in just three months because 4Ps implementers are now serious in requiring the compliance of the member beneficiaries with the conditions given to them under the program.

DSWD conducts case studies from time to time to monitor incompliances because they understand the complexity of the problems faced by most of the members of the program.

“Medyo matagal na po sila sa program and still hindi pa rin po sila nagkakaroon ng pagbabago dun sa ilan nating mga miyembro kaya po sila ay nabibigyan natin ng mga paalalang liham,” she pointed out.

Members not conforming with the conditions set are given a warning letter. Recurring incompliance despite receiving repeated warnings can be ground for suspension of their grants.

Incompliance includes not sending their children to school, not bringing them to a Health Center for regular check-ups, and not attending Family Development Sessions (FDS), among others.

Mina said: “Gusto po kasi natin ay mapabalik pa rin sila at makapag-comply sa mga program conditionalities pero umabot po dun sa panahon na third warning na.”

The incompliant members are removed from the Master list and will be officially disqualified from the program for good unless they would recommit and finally follow the requirements seriously.

Nevertheless, Mina said DSWD Laguna is continuously conducting case studies among the suspended members and is encouraging them to comply as most of them still need the program. (Joy Gabrido/PIA4A)
