CALAMBA CITY, Laguna– The Office of Civil Defense-Regional Disaster Risk Reduction and Management Council CALABARZON honored its partners in disaster resilience through the annual Gawad KALASAG search for excellence in disaster risk reduction and humanitarian assistance last August 22 in Santa Rosa City.

Asec. Casiano Monilla, OCD Deputy Administrator for Operations, led the awarding rites and served as the event's keynote speaker.


“Ako po ay nagagalak sa dedikasyon ng ating mga Local Government Units sa pagpapaigi at pagpo-promote ng DRRM, pag-i-invest para sa safety ng pamayanan para patuloy ang pagunlad at assurance ng ating mga kababayan na sa pagdating ng kalamidad ay mayroon silang maasahan (I am delighted with the dedication of our Local Government Units in enhancing and promoting DRRM... in investing in the safety of the community for continued development and assurance that our countrymen know whom to lean on in times of disaster)," Monilla said.


Now on its 21st year, the Gawad KALASAG or Kalamidad at Sakuna Labanan, Sariling Galing at Kaligtasan is a principal mechanism in obtaining sustained commitment and support by recognizing exceptional contributions of disaster risk reduction and management (DRRM) practitioners in strengthening the country's resilience and adaptive capacities of communities to disaster risk.


The award also promotes the spirit of volunteerism among government agencies, private institutions and individuals in providing the much needed help during the response phase of DRRM.


The awarding ceremonies coincided with the culmination of the National Disaster Resilience Month.

Regional Awardees

The CALABARZON regional selection committee underwent a two-week selection process before the announcement of winners last May 2019.

The OCD-CALABARZON through their official facebook page then announced the regional winners in the Gawad Kalasag in the CALABARZON region.

OCD recognized educational institutions, divided into early learning center, elementary, secondary school and higher education categories. Soro Soro Ibaba Child Development Center from Batangas City won the Best Early Learning Center with finalists, San Jose Sico Child Development Center and San Isidro Child Development Center.

Niogan Elementary School from the Division of Rizal earned the Best Elementary School (Public), finalists were Balayan East Central School and Caloocan Elementary School both from the Division of Batangas. For the Best Secondary School (Public) award, Imus National High School bagged the award, followed by finalists Alabat Island National High School from Division of Quezon and St. Francis Integrated National High School of Division of Biñan City.

Batangas State University emerged winner for the Best Higher Educational Institution while Batangas Medical Center for the Best Hospital.

The Tanay Mountaineers Inc. got the Best Volunteer Organization and Leaders League Training and Adventures Inc. as finalist.

Dingin Barangay DRRM Committee was the winner in the Best Barangay Disaster Risk Reduction and Management Committee for the rural sector while Cabanbanan BDRRM Committee for urban sector.

Pagsanjan Municipal DRRM Council prevailed as the Best Municipal Disaster Risk Reduction and Management Council (1st- 3rdClass Municipality). Finalists were Mulanay Municipal DRRM Council and Kalayaan Municipal DRRM Council.

The Best City Disaster Risk Reduction and Management Council for Component City went to the Bacoor City DRRM Council and finalists were Imus City DRRM Council and Batangas City DRRM Council.

The Best Provincial Disaster Risk Reduction and Management Council was given to Batangas Provincial DRRM Council. Finalists were Quezon Provincial DRRM Council and Laguna Provincial DRRM Council.

Pagsanjan Rescue got the Best Local Government Emergency Management and Response Teams award while the Imus City DRRM Office and Bacoor City DRRM Office were finalists.

The regional winners will represent the region for the National level of Gawad KALASAG.


Recognition of Stakeholders

The Gawad KALASAG awarding ceremony was also a chance to acknowledge various personalities, government agencies and private groups that contributed immensely to the programs of the RDRRMC-CALABARZON.


The Philippine Information Agency-CALABARZON was awarded for its support to the Council programs and as a partner for disaster resilience while PIA administrative staff Mark Bryan Lito was cited in the individual category for his services to the regional search committee and to the council's programs.


Posthumous recognition was given to Henry M. Collantes, Antonio De Lacy, Arlon Hizon, Aurelio L. Natividad Jr. and Norberto I. Tubaña to honor their dedication and work. (MBL/ PIA4A)
