CALAMBA CITY, Laguna – An e-governance dubbed “Balinkbayan: Overseas Filipinos’ One-Stop Online Portal for Diaspora Engagement,” was recently forged through a memorandum of agreement (MOA) between the provincial government of Laguna (PGL) and the Commission on Filipinos Overseas (CFO).

Under the Agreement, the PGL and the CFO will create a link to connect overseas Lagunenses, living or working abroad with families and communities they left behind.

The CFO will endeavor to provide mechanism to effectively mainstream migration and development (M&D) at the local level through the localization of the project. A BalinkBayan webpage featuring M&D initiatives specific to the province will be established.

Since Laguna is home to a significant number of overseas Filipinos, PGL will call for a streamlined system of engagement for overseas Filipinos especially in the areas of diaspora investment, entrepreneurship and philanthropy, medical missions, volunteer work, and education.

Laguna Governor Ramil L. Hernandez took up the challenge of bringing government services closer to OFWs and their families, offering such services in a web portal that can be easily accessed at the touch of a button wherever in the world a Lagunense is.

The online portal will serve as a virtual Migrant Resource Center that will be maintained by the Provincial Public Employment Service Office (PPESO).

After the MOA signing, the CFO turned over a computer set to the provincial government that will be used solely to the BaLinkBayan project. (Ruby S. Ambrosio, Laguna PIO/cpgPIA4A)
