6 barangays in Sta. Rosa City receive Seal of Good Local Governance

Officials and staff of Barangay Labas receive a plaque of recognition and cash incentive amounting to P100,000 for emerging as one of the overall winners of the first run of Seal of Good Local Governance for Barangays (SGLGB) in the City of Santa Rosa, Laguna. CITY OF STA. ROSA—The City Government of Santa Rosa and the Department of the Interior and Local Government (DILG) local office here recognized various barangays for their exemplary performance and demonstrating best practices in different areas of governance.

As part of the Local Government Month celebration, the DILG City of Santa Rosa and the city government conferred the Seal of Good Local Governance for Barangay (SGLGB) to six barangays namely Labas, Tagapo, Dila, Dita, Sto. Domingo, and Pulong Sta. Cruz for passing the key assessment areas of the barangay-level SGLG.

In an interview, Melody Barairo, city director of DILG Santa Rosa told PIA that the six barangay recipients passed and topped the core areas of the SGLGB namely financial administration, peace and order, and disaster preparedness and at least one of the three essential areas which include social protection, business-friendliness and competitiveness, and environmental management.

Each recipient barangay received a plaque of recognition and cash grants from the city government which they can use to finance development projects in their respective communities.

For emerging as the overall winners, Barangay Labas and Tagapo received P1 million worth of development project and a cash incentive amounting to P100,000 each. Barangays of Dila, Dita, and Sto. Domingo which shared the second place also received cash incentive worth P75,000 each while Pulong Sta. Cruz received P50,000 for securing the third place.

The award and the cash grants were personally conferred by City Mayor Arlene Arcillas together with DILG 4A Regional Director Elias Fernandez, Jr. and members of the SGLGB city assessment team during the flag-raising ceremony held on October 28.

Barairo said all 18 barangays in this city were evaluated and ranked according to its level of functionality.

The SGLGB which follows the “3+1” principle was introduced by the DILG this year is an offshoot of the national SGLG that focuses on assessing the performance of the barangay.

According to DILG, it serves as the ‘gold standard’ in gauging the performance of barangay governments as they fulfill their mandate in delivering excellent services to their constituents.

Barangay Good Governance
Arcillas lauded the outstanding performance of barangay recipients saying that the level of governance they have demonstrated serves as a reflection of the city government’s governance brand.

“Ako ay nagpapasalamat sa ating mga barangay sa pagtataas at pagpapatibay ng pamamahala na kapantay ng pamamahala ng Lungsod ng Sta. Rosa. ‘Yung uri ng pamamahala na ginagawa ng barangay reflects how the city government governed” Arcillas said.

She also expressed gratitude to the barangays for emulating the city government which recently took center stage for reaping national recognitions.

For the fourth time in a row, the City of Santa Rosa bagged the much coveted SGLG award given by the DILG. It was also recognized by the National Competitiveness Council as the third most competitive component city nationwide during the 7thRegional Competitiveness Summit held recently.

Arcillas, who is also a co-author of the SGLG Act posed a challenge to the 18 barangays to further improve key areas of governance as assessment criteria upscales and becomes stricter starting next year.

“Pagtibayin pa natin at gawin nating more efficient ang ating pamamahala dahil magiging stricter po ang SGLGB assessment next year because of the enactment of SGLG into law,” Arcillas said.

Aside from the SGLGB, the DILG and the city government also conferred other special awards in recognition of barangay’s best practices and outstanding performance in different areas of functionality.

Barangay Labas was named as Best Best Barangay Violence Against Women’s Desk while Barangay Don Jose was awarded as Best Performing Barangay Anti-Drug Abuse Council.

The barangays of Aplaya, Sto. Domingo, and Tagapo, meanwhile, received special awards as Best Performing Barangay Development Councils.

For the DILG’s part, Barairo reminded all the barangays to continuously raise the bar of governance as they deliver services to their constituents.

“In the race of excellence, there is no finish line. Dapat dere-deretso, kasi ang serbisyo walang katapusan,” Barairo said.
