The Balay Silangan program kicks off at the Municipality of Teresa through the joint effort of the Municipal Government, Philippine Drug Enforcement Agency and the Bureau of Jail Management and Penology. (BJMP Teresa)


TERESA, Rizal - The Bureau of Jail Management and Penology IV-A (BJMP CALABARZON), in partnership with the Philippine Drug Enforcement Agency IV-A (PDEA) CALABARZON and municipal government of Teresa, Rizal recently launched the Balay Silangan Program at the new Teresa Rizal District Jail in Sitio Pantay, Barangay Dalig.

BJMP CALABARZON Regional Director JCSUPT Amelia Rayandayan said the program is aimed at providing a new perspective in jail management wherein the government’s primacy on the sanctity of human life, the value of human dignity and social protection of the victims of drug abuse and illegal drug trade extends to Persons Deprived of Liberty (PDLs).

Balay Silangan is an instrument for the reformation of illegal drug personalities who avail of the plea bargaining. It is modeled from the previous “Bahay Pagbabago” which allows every institution in the community to be involved as part of the shared social responsibility with the end-in-view of helping said illegal drugs personalities to become productive and law-abiding citizens once reintroduced/reintegrated back to society.

JCSUPT Amelia Rayandayan said the collaboration between and among government agencies is one of the key strategies to address the root cause of the ill effects of drugs. Likewise, it is a cost-saving, risk-reducing program as it will enable efficient collaboration among stakeholders. She, then, highlighted the presence of representatives from the Regional Trial Court Branch 80 Morong, Rizal, led by Atty Diana Rose Ramos.

Teresa Mayor Raul S. Palino is at the forefront of the establishment of the Balay Silangan Program with the full support of the Sangguniang Bayan led by Vice Mayor Jose Jeriel Villegas and MADAC focal person Dawna Marly Yanong. The municipality is continuously in search of ways in improving its anti-illegal drugs campaign partnering with the community and pushing for shared responsibility.

Meanwhile, JCINSP Christopher R. Penilla, Warden of Teresa Rizal District Jail, in his opening remarks, expressed his gratitude to the PDEA CALABARZON and LGU Teresa for allowing Balay Silangan to be instituted at the Teresa Rizal District Jail for continuity so that qualified PDLs can always undergo medical and reformatory rehabilitation. With this, it has increased the jail’s social value proposition as a public service institution.

For Norman Balquiedra, Chief of Operations Division, PDEA CALABARZON, this is a timely response. He lauded the initiative as this is what the society presently needs.
