DOLE and DSWD, where is the lie?

My mother, Lolitz Estrellado, Editor-in-Chief of Southern Tagalog Herald-Batangas spent 40 minutes filling in an application online with my help regarding the Department of Labor and Employment (DOLE)financial assistance for their adjustment measures program for affected workers due to the Coronavirus Disease (Covid-19). I helped her applied on the 25th March and heard nothing from DOLE Batangas. We called their hotlines and we emailed them a couple of times but they keep on delaying or not give a clear answer.

On April 14, 2020 they emailed us saying that our application is already forwarded to their Regional Office for further evaluation. Kindly wait for their email or information for the next step they said. We have waited a long time but no update. However, their inclusion and accessibility are already out of reach.





Then on April 24, 2020, DOLE Batangas emailed us again.

Below is the email from DOLE Batangas.

Subject: NOTICE OF NON-ACCOMMODATION
Re: Southern Tagalog Herald-Batangas Application for 5k Financial Assistance





This has reference to your application to the Department’s COVID-19 Adjustment Measures Program (CAMP).

Considering the volume of applications received by this Office, we regret to inform you that your CAMP application will no longer be accommodated as the allocated budget has already been exhausted.





Moving forward, the list of affected establishments that applied for the CAMP will be shared with the Department of Finance (DOF). We highly encourage that your establishment to avail of the DOF’s Small Business Wage Subsidy (SBWS) Program on or before 30 April 2020. You may visit the SBWS page for information and guidance: https://www.dof.gov.ph/small_business_wages/sbws-procedure-for-employees/.

We appreciate your continuous support and understanding.

Then on April 16, 2020, DOLE decided to stop accepting applications. Wasted 1 month of time.

Just sad for those who will not be granted. They are expecting this help. We are all expecting this help. It's proof that the national government is not fully prepared for this.

NON-ACCOMMODATION? What does DOLE mean exactly? Another term for this is "Hugas Kamay".

And now according to an April 25, 2020 news article from Rappler, DOLE asks Taiwan to deport Overseas Filipino Worker (OFW) with Facebook posts criticizing President Rodrigo Roa Duterte. Nice job DOLE! Obviously, DOLE has the priorities straight.

If the DOLE is following its intention to deport the OFW solely for its critical actions against the President of the Republic of the Philippines, it may just be fitting to turn DOLE into the Department of Lawful Expression.

Would you like to know if what is their basis for providing the company's employee with 5000 financial assistance? A lot of families have been affected during this pandemic crisis because of the lockdown that the government has enforced.

Even the Social Amelioration Program (SAP) by the Department of Social Welfare and Development (DSWD) also magnifies the corruption practices. Bureaucratic system paves the way for temptations and opportunities for some barangay officials.

Staying home is easy if you're a tax-dwelling politician. How is it that average people would feed their families? There is no standard or preferred order for an economy to reopen. Will you rely on the government to decide? Crazy. It's stupid. Identify who's at risk, and help them stay safe. DOLE and DSWD, please do your job.
