PAGBILAO, Quezon – Your pet's freedom could cost you a hefty fine, as the Pagbilao Local Government Unit (LGU) is issuing a stern reminder to all residents about responsible pet ownership, particularly concerning the confinement and vaccination of dogs and cats. This initiative aligns with Republic Act No. 9482, also known as the Anti-Rabies Act of 2007, and Municipal Ordinance No. 7, Series of 2021, aiming to bolster public safety and animal welfare in Pagbilao.
The advisory, released through the Office of the Municipal Agriculturist, highlights the strict prohibition against allowing pet dogs to roam freely in public areas. These include commonly frequented spaces like roads, where they can cause traffic hazards or accidents; bustling markets, posing sanitation concerns and potential bites; schools, where children's safety is paramount; public parks, used for recreation; and churches, places of worship.
Dogs found wandering in the streets may be impounded at the municipal facility. Pet owners of impounded dogs will face corresponding fines as stipulated by law, with penalties potentially increasing for repeat offenses or if the animal remains unclaimed beyond a specified period. Owners are typically given a limited timeframe to reclaim their pets and settle any fees before further action is taken.
The LGU underscored the crucial responsibilities of every pet owner, emphasizing that this is a commitment extending beyond mere ownership. These responsibilities include ensuring their animals are regularly vaccinated against rabies by a licensed veterinarian, providing them with adequate and nutritious food for their well-being, and consistently keeping them within their homes or securely fenced premises. This applies to both dogs and cats, as both can pose risks if allowed to roam unsupervised.
The advisory urged residents to avoid letting animals roam freely in the streets for the safety of everyone – both humans and animals. Uncontrolled animals can pose risks of bites and rabies transmission to people, especially children, and can also be vulnerable to vehicular accidents, abuse, or contracting diseases themselves when left unsupervised in public spaces.
To ensure compliance and the well-being of both pets and the public, pet owners are specifically advised to ensure their dogs and cats are confined within their property, or if taken outside, are kept on a leash. Crucially, they must have received adequate and up-to-date anti-rabies vaccinations as mandated by law. The LGU warned that non-compliance with these established regulations will result in appropriate penalties, which may include fines and potential confiscation of the animal.
