SARIAYA, Quezon — South Luzon mayors committed to standardizing transparency and accountability measures that will directly shape how public funds are managed and services are delivered across their local government units. The decision establishes the foundation for stricter procurement controls, reinforced audit systems, and expanded public reporting standards that will influence thousands of residents throughout the region.

Mayors convened in Sariaya under the banner of the Movement for Good Governance to align reform priorities and compliance mechanisms across municipalities in South Luzon. They designed the workshop to equip local chief executives with comprehensive safeguards and clearly defined governance benchmarks that they can institutionalize within their respective LGUs.



Benjamin Magalong, mayor of Baguio and M4GG convenor, facilitated the discussions and articulated the importance of embedding integrity systems within the regular administrative operations of local governments. He encouraged fellow mayors to formalize transparency frameworks that can endure beyond individual terms of office and reinforce long-term public trust.

Participants transitioned from broad policy alignment into detailed implementation planning sessions within their respective jurisdictions. They expressed their commitment to translating shared reform principles into specific administrative adjustments that citizens will experience through frontline government services.

Technical sessions examined procurement transparency protocols, strengthened internal audit mechanisms, and structured citizen feedback systems that are designed to improve service delivery outcomes across departments. Mayors also exchanged detailed operational strategies regarding digital governance platforms that expand public access to information and minimize opportunities for administrative irregularities.

The British Embassy Manila supported and facilitated the workshop as part of its continuing programs that promote accountable governance and democratic institutional strengthening in the Philippines. The partnership provided technical guidance and comparative policy insights that assist participating LGUs in aligning local reform initiatives with internationally recognized transparency standards.

Participating mayors included Mayor Marivic T. Gayeta of Sariaya, Mayor Orlan Calayag of Dolores, Mayor Ogie Suayan of Candelaria, Mayor Erick Wagan of San Antonio, Mayor Atty. Elvis Uy of Atimonan, and Mayor RM Tanjuatco of Tanay, Rizal. Their collective participation reinforced cross-municipal coordination aimed at harmonizing ethical governance standards and accountability systems across provincial boundaries.

The governance discussions unfolded alongside significant developments in national fiscal policy that directly influence local government operations and resource allocation. Increased funding commitments have intensified expectations for disciplined spending practices and measurable performance benchmarks at the municipal level.

In a February 25 statement, the Movement for Good Governance welcomed President Ferdinand “Bongbong” Marcos Jr.’s decision to raise the 2026 Local Government Support Fund to P57 billion from P22 billion in 2025. The group emphasized that the funding increase supports direct fund downloads to LGUs for school building projects under formal agreements with the Department of Education.

Mayors analyzed how expanded Local Government Support Fund allocations could accelerate classroom construction initiatives under the Classroom-Building Acceleration Program across underserved communities. They also evaluated oversight safeguards to ensure that infrastructure investments correspond with verified classroom congestion data and documented community-level educational needs.

The reform initiative extended beyond executive leadership into structured youth engagement through the South Luzon leg of the “Tayo ang Good Gov Generation: Kabataan Para sa Tapat na Pamahalaan” forum held in Candelaria. M4GG collaborated with the TAYO Awards Foundation and the British Embassy Manila, while the local government of Candelaria provided logistical support and venue hosting for the civic forum.

Youth leaders from the Sangguniang Kabataan and various civic organizations shared comprehensive accounts of their experiences in community organizing and ethical leadership development initiatives. Speakers presented detailed methods for responsible digital engagement and sustained grassroots advocacy efforts that complement institutional transparency reforms within local governments.

Mayor Magalong concluded the series of activities by recounting his leadership journey and reiterating that integrity must remain the cornerstone of effective public service across all levels of governance. He challenged both elected officials and emerging youth leaders to embed anti-corruption safeguards into institutional systems that remain functional and enforceable beyond individual administrations.

The coordinated strategy of executive-level reform and structured youth mobilization now defines the evolving governance agenda in South Luzon. Continued implementation of these measures could substantially reshape how constituents access public services, monitor government expenditures, and actively engage with their respective local governments.
