Barangay officials and farmer representatives inspect the ongoing farm-to-market road project in Mulanay as part of a citizen-led monitoring training under the DA-PRDP CALABARZON program. (PRDP Calabarzon)

MULANAY, Quezon - Poor transportation conditions that dragged on for years are now driving residents in Mulanay to monitor a major road project themselves. Twenty-seven barangay and farmer representatives joined a government-led training on infrastructure inspection and contractor compliance.

The participants came from the barangays of Bagupaye, Cambuga, Mabini, and San Pedro. They joined a Citizens’ Monitoring Training conducted by the Department of Agriculture–Philippine Rural Development Project (DA-PRDP) CALABARZON.



The training covered pavement assessment, engineering standards, and contractor compliance. Participants also learned project documentation and the use of geomapping technology in monitoring infrastructure works.

After the training, the group conducted an on-site inspection of the road project. They examined the pavement quality and checked whether construction activities matched project requirements.

Barangay officials said years of poor transportation pushed them to take a direct role in monitoring the project. They said they do not want future generations of farmers to experience the same transport difficulties.

The officials also committed to report project updates during Liga ng mga Barangay monthly meetings. They are expected to organize separate barangay inspectorate teams in the coming months.

The road project, which includes a bridge, is targeted for completion by June 2027. It is expected to benefit around 4,229 farmers by improving access to trading centers in Catanauan and Lucena.

Agriculture stakeholders said the project could reduce travel time, hauling costs, and transport losses among farmers. The improved road is also expected to provide faster transport of agricultural products to markets.
