Dolores taps GCash for cashless municipal payments

DOLORES, Quezon — Taxpayers in Dolores will soon be able to pay local taxes and other municipal fees through GCash after the town government signed a cashless payment agreement with the mobile wallet provider. The arrangement will cover taxes, permits, clearances and other charges collected by the municipal government.

Mayor Orlan A. Calayag signed the Memorandum of Agreement on July 1, 2026, while GCash Account Manager-SL Alona Pasia signed for the company. The signing formally clears the use of GCash Scan to Pay in the town’s collection system.



The cashless setup changes how routine payments may be made at the municipal level. Instead of preparing cash for every transaction, taxpayers may settle charges through an official QR code or other supported e-wallets.

The service will also use the Bills Payment feature of the GCash application for supported transactions. Dolores included the platform as an added route for people paying fees through local offices.

Calayag described the partnership as a practical change for taxpayers dealing with the municipal government. He cited tax and fee payments as among the services expected to benefit from the digital channel.

“Isa na namang malaking hakbang ito tungo sa mas mabilis at makabagong serbisyo para sa ating mga kababayan. Sa pamamagitan ng GCash Scan to Pay, mas magiging madali at ligtas ang pagbabayad ng buwis at iba pang bayarin sa ating munisipyo,” Calayag said.

The Dolores agreement comes as Quezon pushes wider use of digital payments in public transactions. Provincial materials show that 24 cities and municipalities have adopted electronic or online payment options.

Quezon has also promoted cashless payments through the Paleng-QR PH Plus and PalengQue Digitalization Program. The program covers public markets, community shops, jeepneys and tricycles under the province’s cashless payment drive.

Calayag also linked the payment arrangement to the town’s continuing digitalization program. He said Dolores would continue adopting systems that simplify transactions and improve service delivery.

“Bahagi ito ng ating patuloy na pagsisikap na isulong ang digitalization sa lokal na pamahalaan. Patuloy nating palalawakin ang mga serbisyong mas episyente, makabago at de-kalidad para sa bawat Doloresin,” he added.

For a town still handling many payments through over-the-counter transactions, the platform shifts part of local collections to digital channels. The change gives taxpayers another way to settle obligations while giving local offices a broader system for routine payments.
