DPWH reiterates call vs road obstructions

“Our roads and sidewalks must only be used by motorists and pedestrians.”

This was reiterated by Department of Public Works and Highways National Capital Region Director Melvin B. Navarro, during a clearing operation on Friday along Road Radial 10 (R-10) in Manila.

Director Navarro said DPWH, Metropolitan Manila Development Authority (MMDA), Philippine National Police (PNP), and the city government of Manila joined forces to clear road obstructions at the northbound of R-10 from Zaragoza to boundary of Manila and Navotas.

“In cooperation with MMDA, PNP, and the LGU, we have deployed 130 men, 3 dump trucks, and 18 tow trucks to clear this area full of illegally-parked vehicles, stockpiles of wood and garbage, including permanent and temporary structures,” said Director Navarro.

During the clearing operation, it was discovered that various concrete structures encroach the sidewalk of the road. This includes a newly-built house with gate that occupies the whole sidewalk and a barangay hall built within the sidewalk.

According to Director Navarro, eviction notice will be issued to the property owners as well as the barangay chairman to give the rightful space to the pedestrians.

“We will continuously work together with our stakeholders to ensure that road spaces and sidewalks are free from any obstruction,” said Navarro.

The provisions of Section 23 of Presidential Decree (PD) No. 178 also known as the Revised Philippine Highway Act which prohibits the use of road right-of-way for temporary and permanent structures such as buildings, houses, shanties, stores, shops, stalls, sheds, canopies, and billboards. (DPWH)
