Camp Guillermo Nakar, Lucena City – One civilian was killed when undertermined Communist Terrorist fired upon government troops assisting in the repair of a Day Care Center at Barangay Libertad, Cawayan, Masbate at around 4:30 PM September 16,2017.
Troops of Alpha Company, 2IB were there as a part of their Community Support Program (CSP). They were assisting in the repair of a Day Care Center when they were fired upon by the rebels who were positioned at about 300 meters Northwest from their location. The troops were able to immediately secure the people within their vicinity. After the sporadic fire, the troops found out that one student identified as Vincent Pekiro, 15 years old, was killed as a result of the rebels hostile action.
MGen Benjamin R Madrigal Jr, Commander SOLCOM condemned the said attack. He said “ We condemn the terror attack that resulted to this tragic incident. This is another clear violation of the Comprehensive Agreement on Respect for Humanitarian Law ( CARHRIL) which provides that civilian shall be protected and spared from any kind of violence and shall not be the object of attack. This reckless and terrorist act by the NPA’s proves that they disregard the safety of innocent people.
“ I encourage the local authorities to file a complaint to the appropriate courts and to CHR against the perpetrators the soonest possible time “ He added.
