CALAMBA CITY, Laguna — A smooth transition of power from one administration to another. This is the main thrust of the Local Governance Ceremonial Turnover Ceremony conducted by the City Government of Calamba on June 13 to formally delegate the duties and responsibilities of being a local chief executive from its outgoing to the incoming administration.

Larissa Malinao, Head of the Information, Investment Promotions and Employment Services Office (IIPESO) said that even though the official term of a newly-elected official will formally start two weeks from now on June 30, it is important to lay down an orderly transfer of power as mandated by the law.



In his speech, Mayor Justin Marc “Timmy” Chipeco has declared that he has already accepted the result of the elections and that he is ‘happy’ to finally turn over the reigns of governance to Mayor-elect Rosseller Rizal.

Chipeco also said that since the elections have passed, conflicts among supporters of both parties should not be a hindrance to attaining the common goal of giving service to the city.



“Kung ikaw ay Calambago o Team Calamba, ‘yan lang po ay napasaloob lang sa panahon ng kampanya. Dapat pagkatapos at namili na po ang tao, kalimutan natin yang lahat. Tayong lahat ay Calambeno.”

He added, “I appeal to you, to everyone, whatever side you are during the election. Please lalo na sa mga empleyado, sa mga supporters. Please help your mayor, Ross Rizal, in his governance. Isa po sa pinaka-mahirap na trabaho e maging mayor ng bayan. Lahat ng problema, haharapin mo.”



Chipeco also acknowledged the efforts done by people who he has worked with during his 9-year term as mayor. He thanked Rizal who served as his vice mayor, city councilors, department heads, police department, and the barangay chairmen that he has worked with during his complete term.

“Tayong lahat ay magtulungan, tanggalin ang mga pangalan sa pulitika. Tayong lahat po ay Calambeno.” the outgoing mayor’s last appeal to city government employees present during the ceremony.

Meanwhile, in his speech, Rosseller Rizal recognized the ‘decisive leadership’ that Chipeco has shown during his days as the mayor and congressman.

“Nais ko pong lubos pasalamatan, i-commend, i-acknowledge ang hindi mapapasubaliang husay sa kanyang liderato sa panunungkulan. 9 years as our mayor at 9 years as our congressman. Hindi po mapapasubalian ang husay at ang tinatawag niyang “decisive leadership” at yan naman po’y nakita natin.”

Rizal also proclaimed during his speech that he is ‘whole-heartedly’ taking on the challenge of being Calamba’s mayor, and pledged that he would serve with the best of his efforts to provide better programs for his constituents.

“Buong puso buong tatag at buong Makadiyos nating tinatanggap ang kapangyarihan na binigay sa atin, pinakatiwala sa atin ng Panginoon at binigay na responsibilidad ng ating mamamayan bilang susunod na ama ng lungsod. Buong puso ko po ‘yang tinatanggap.”

“Gagawin po natin ang lahat sa ating dakilang layunin na makapaglingkod, makapagbigay ng maayos na pamamahala at makapagbigay ng serbisyo o programa at proyekto na kailangan ng ating mga kababayan.”

A symbolic transfer of power also happened during the program as Chipeco handed Rizal a flag of the City of Calamba symbolizing the transfer of duties and responsibilities as mayor, and a key to the city, which symbolizes the opening of a new chapter in the history of the city.

Rizal, who is a scion of the national hero Dr. Jose Rizal, won during the 2022 National and Local Elections with a total vote of 116,777, compared to Joey Chipeco, brother of the outgoing mayor, with 78,325 votes, and former Laguna Governor Emilio Ramon “ER” Ejercito with 41,149 Votes. — Christopher Hedreyda, PIA4A
