CALAMBA CITY, Laguna - Police Colonel Romulo Adoreno Albacea has been formally installed as the new Provincial Director of the Quezon Police Provincial Office. The turnover of office ceremony was led by Police Brigadier General Jack L. Wanky, Acting Regional Director of Police Regional Office (PRO) CALABARZON, and took place at Camp Vicente Lim in Calamba City, Laguna.
The ceremony, held on June 20, 2025, at the Office of the Regional Director, Camp BGen Vicente P. Lim, Calamba City, Laguna, marked the official transition of leadership. Outgoing Provincial Director, PCOL Ruben B. Lacuesta, formally relinquished his post after rendering commendable service to the province, with PCOL Albacea assuming responsibilities as the new Provincial Director of the Quezon Police Provincial Office.
PCOL Albacea, a distinguished member of the Philippine National Police Academy (PNPA) "Kabalikat" Class of 1998, is known for his exemplary dedication to service. He is described as "a leader that illustrates extraordinary desire to faithfully serve the people and the country."
He embodies "a role model representing a public servant with concern for others and colleagues in the organization." During the ceremony, recognition was also given to the outgoing Provincial Director, PCOL Ruben B. Lacuesta.
PCOL Lacuesta was specifically commended for his "unwavering commitment and dedication to implementing transformative policing initiatives" during his eight-month and six-day tenure. These initiatives are part of the PNP's broader "PNP P.A.T.R.O.L. Plan 2030," a roadmap aimed at making the police force "a highly capable, effective and credible institution."
His leadership was highlighted as a reflection of the Philippine National Police's (PNP) core virtues: Service, Honor, and Justice. PBGEN Wanky expressed his gratitude to PCOL Lacuesta for his distinguished service, which significantly contributed to the welfare of Quezon's citizens.
Addressing the newly appointed Provincial Director, PBGEN Wanky conveyed his expectation that PCOL Albacea would ensure strict adherence to all directives for police personnel. PBGen Wanky also expressed confidence in PCOL Albacea's capability and commitment to continue the PNP's mission of enforcing the law, ensuring public safety, and strengthening community relations in the province.
"Let us continue our faithful display in enforcing the law and make ourselves models as partners in the mandate of safety and order in our community," PBGEN Wanky stated.
This traditional transfer of leadership is a crucial part of strengthening police command and reaffirms the commitment to public service for a progressive, orderly, and safe community. The Quezon Police will continue to be instrumental in intensifying campaigns against criminality, enforcing laws, and ensuring the safety of every citizen.
