LUCENA CITY, Quezon - “Civil registration is not merely a legal requirement—it is a fundamental right,” stressed Normita D. Pagkatipunan, Officer-in-Charge of the Philippine Statistics Authority (PSA)–Quezon, warning that without proper documents, many Filipinos are left without official recognition. She underscored that this fundamental right, required by law, enables individuals to access education, social protection, and other essential government services.
Pagkatipunan delivered the message during the Kapihan sa PIA forum hosted by the Philippine Information Agency (PIA) Quezon on February 18, 2026 at Pacific Mall, Lucena City, as part of the observance of the 36th Civil Registration Month. The media forum gathered news organizations from across the province to discuss civil registration laws, mobile services, delayed registration issues, and updates on National ID issuance.
During the discussion, Pagkatipunan, together with Registration Officer II Jocylen M. Maog, explained the theme and purpose of this year’s Civil Registration Month celebration. They highlighted the importance of registering births, marriages, and deaths on time, since these records are required to access public and private services.
She also discussed common documentation issues raised by the public during consultations and office transactions. The PSA-Quezon chief said that many concerns can be avoided through timely reporting and proper compliance with registration procedures.
“We continue to guide the public on procedures for delayed registration and the correction of entries in civil registry documents, including the formal petition processes required in certain cases. Many applications stem from late reporting or clerical errors, and accurate documentation is essential to prevent future legal and administrative complications,” Pagkatipunan said.
Pagkatipunan also emphasized the agency’s field-based activities to ensure that services reach more people, especially those in remote and underserved communities. She said that expanded outreach enables PSA-Quezon to directly assist residents who face transportation, financial, or information barriers in accessing civil registration services.
“Mobile registration services are a key strategy to reach geographically isolated and disadvantaged communities across Quezon province. Through close coordination with local government units, hospitals, and barangays, we deliver outreach services to marginalized sectors, including Indigenous Peoples and low-income families,” Pagkatipunan added.
She said the goal of these outreach efforts is to remove barriers that prevent people from registering vital events. She emphasized that civil registration must be accessible to every sector, regardless of location or income.
“These services are designed to make registration more accessible and more responsive to community needs. We want every individual, especially those in remote areas, to have the opportunity to secure their legal documents. No one should be left behind when it comes to establishing identity,” she said.
These field-based initiatives form part of PSA-Quezon’s broader commitment to inclusive and accessible public service. The 36th Civil Registration Month, observed nationwide every February, highlights the importance of timely registration of vital events and accurate civil registry records.
Updates were also provided on the printing and release of National IDs under the Philippine Identification System (PhilSys), which aims to strengthen secure and unified identity verification nationwide. Residents were encouraged to complete their PhilSys registration and regularly check official announcements regarding the release and availability of their National IDs.
According to PSA-Quezon, the month-long observance includes stronger information campaigns and public assistance efforts designed to raise awareness and encourage compliance. The agency expressed appreciation to participating media outlets for helping share accurate information about civil registration services and programs throughout the province.
Pagkatipunan said civil registration is the foundation of a person’s legal identity and dignity, serving as proof that one exists in the eyes of the law and the nation. She added that when every birth, marriage, and death is properly recorded, the country not only safeguards individual rights but also secures the future opportunities of generations to come.
