Transport sector seeks stronger role in Calauag policymaking

CALAUAG, Quezon – Leaders of the transport sector in Calauag pressed for stronger participation in municipal policymaking during a recent Sangguniang Bayan session. They called for clearer ordinances and a structured consultation mechanism with the local government.

The recent discussion focused on improving coordination in transport regulation, enforcement, and sectoral representation. It examined how policies are drafted, how rules are implemented on the ground, and how accredited transport groups can be formally integrated into decision-making processes.



Joseph H. Narvaez, President of CH TODA in Calauag, emphasized the need to align local transport measures with the Local Government Code of 1991. He said the law provides for sectoral participation and empowers local government units to enact responsive ordinances.

Concerns were raised over ambiguities in municipal regulations governing tricycles and other public utility vehicles operating in the town. Unclear provisions on vehicle standards, color-coding schemes, franchise identification, and enforcement procedures were identified as contributing to inconsistent implementation.

A review of technical requirements for tricycles, including signal lights, windshields, plate visibility, and physical dimensions, was proposed during the session. It was emphasized that safety standards must be maintained while remaining practical and affordable for drivers and operators.

The session also addressed traffic management issues such as illegal parking, terminal congestion, and coordination between barangay officials and enforcement units. Strengthening the Traffic Management Unit and clarifying its mandate in relation to barangay authorities and the police were identified as areas for further study.

Members of the Sangguniang Bayan affirmed that existing ordinances are subject to review when implementation concerns are raised. Any proposed amendments will undergo committee deliberation and legal evaluation before being presented for plenary action.

The proposal for expanded consultations between transport groups and the municipal government received a generally positive response. There is openness within the Sangguniang Bayan of Calauag to establish a structured dialogue platform for transport stakeholders.

The session concluded with a commitment to review existing ordinances and consult legal advisers before drafting possible amendments. Further committee discussions are expected in the coming weeks to refine proposals, clarify technical provisions, and ensure compliance with national and local laws prior to final action.
