CALAMBA CITY, Laguna — The Quezon Police Provincial Office (QPPO) and its Provincial Director, Police Colonel Romulo A. Albacea, recently received the highest honors for community policing in CALABARZON during the 31st Police Community Relations (PCR) Month Culminating Ceremony. The regional recognition highlighted Quezon’s leadership in strengthening partnerships between the police and the communities they serve while promoting public trust, peace and order across the province.

QPPO was named the Outstanding Police Community Affairs and Development (PCAD) Provincial Office, while Albacea was recognized as the Outstanding PCAD Senior Police Commissioned Officer. The awards were presented at Camp Gen. Vicente Lim in Calamba City in recognition of exemplary leadership, community engagement initiatives and sustained implementation of programs that encourage public participation in crime prevention and peacekeeping.



The annual recognition forms part of the Philippine National Police’s observance of Police Community Relations Month, which this year carried the theme, “Sa Bagong Pilipinas, Ugnayang Pulis at Mamamayan: Tapat, Maasahan, at Nararamdaman ng Bayan.” The campaign promotes stronger collaboration between law enforcement agencies and citizens through community-oriented policing, volunteerism and public safety initiatives.

The Quezon Police Provincial Office said the awards reflected the collective efforts of its personnel and community partners in advancing public safety. It described the recognition as a testament to the organization’s commitment to professional, people-centered policing.

“Ang mga tagumpay na ito ay sumasalamin sa dedikasyon, propesyonalismo, at pagtutulungan ng bawat kawani ng Quezon Police Provincial Office at ng ating mga katuwang sa komunidad,” the QPPO said.

The provincial police office added that the recognition strengthens its resolve to continue building public confidence through sustained cooperation with local communities. It emphasized that peace and security can only be achieved through shared responsibility between the police and the people.

“Ang pakikipagtulungan ng komunidad ang pundasyon ng pangmatagalang kapayapaan at kaayusan sa buong lalawigan ng Quezon. Sa pamamagitan ng patuloy na pagtutulungan ng mamamayan at kapulisan, mas napapalakas ang tiwala ng publiko at mas nagiging epektibo ang pagpapatupad ng batas,” the statement added.

Police Community Affairs and Development is one of the Philippine National Police’s core programs that focuses on strengthening relationships with communities through crime prevention campaigns, information drives, youth engagement and partnerships with local stakeholders. The approach recognizes that effective policing depends not only on law enforcement operations but also on public participation and mutual trust.

Albacea has led the Quezon Police Provincial Office since 2025, overseeing initiatives aimed at improving operational performance while expanding community-based policing throughout the province. Under his leadership, QPPO was also recognized as the Best Police Provincial Office in Police Regional Office 4A earlier this year after emerging as the top-performing provincial police office in the region’s Unit Performance Evaluation.

The latest awards further strengthen Quezon’s standing among the region’s leading police organizations and underscore the importance of sustained collaboration between law enforcement agencies and the public. They also reinforce the Philippine National Police’s continuing push to make community partnership a driving force in delivering safer communities and more responsive police service throughout Quezon Province.
