Pagbilao, Quezon – The Local Government Unit (LGU) of Pagbilao is encouraging unmarried couples, particularly those who already have a child or children and are financially-challenged, to get married through its free civil mass wedding or Kasalang Bayan.

The free civil mass wedding is an annual program of the municipal government that aims to help couples become lawful husbands and wives, and decrease the number of illegitimate children.

According to the Local Civil Registrar (LCR), couples aged 18 to 24 years old need to acquire marriage license first. They also need to submit their individual birth certificate, or any of the following: baptismal certificate, voter’s registration, medical record and birth certificate of their child/ren. Also, they have to submit the certificate of residency given by their barangay captain if both of them were not born in Pagbilao. Attending Family Planning Seminar and Marriage Counseling is also necessary.

Meanwhile, couples aged 25 years old and up, given that they are living together under one roof for at least five (5) years, do not have to acquire marriage license to qualify for the free civil mass wedding, as directed by Article 34 of the Family Code. They only need to submit to the LCR their individual birth certificate, or any of the following: baptismal certificate, voter’s registration, medical record and birth certificate of their child/ren. Another documentary requirement to be passed is the certification from their barangay captain affirming that they are living together for five years or more.

Aside from the civil wedding itself, which will be presided by Mayor Shierre Ann Portes-Palicpic, things to be used on the ceremony are also free, including the toasting glass, cake, wedding ring, bouquet and veil.

The last day of application for couples aged 18-24 is on September 22, while for couples aged 25 and up is on October 13. All couples are advised to attend the orientation to be conducted by the LCR on October 27, 8:00 AM at the Sentrong Pangkabuhayan Auditorium.

The Kasalang Bayan is scheduled on November 17, 9:00 AM at the Municipal Covered Court.
