CALABARZON Region - Starting this June 1 to 15, 2020, General Community Quarantine will be enforced in the areas of CALABARZON Region, Manila, Cagayan Valley, Central Luzon, Pangasinan, Albay, and Davao City was approved after two months of it’s detainment from Enhance Community Quarantine (ECQ) to General Community Quarantine (GCQ) under Inter-Agency Task Force Resolution No. 41 series of 2020.

Eduardo Janairo, Regional Director of DOH-IVA appeal to the shift of the region to General Community Quarantine (GCQ) was granted by the government in partnership with Inter-Agency Taskforce (IATF) on May 29, 2020, signed by DOH Secretary Franciso T. Duque III and IATF Co-Chairperson Karlo Alexei B. Nograles as to the observance to the flattening of the curve cases of Coronavirus 2019 (COVID-19) in CALABARZON Area.





Under General Community Quarantine (GCQ), here are the guidelines that will be imposed in CALABARZON and other areas under GCQ as Inter-Agency Task Force (IATF) mandated for the management of the infectious disease;

Under public Health standards, Regional Inter-Agency Task Force (RIATF) is directed to monitor health system performance, capacity, and strict compliance to surveillance, isolation, and treatment protocols. Also, Regional COVID Special teams shall oversee and assist surveillance monitoring, contact tracing, and isolation for immediate action.





Under the people movement are; Residents are required to observe minimum public exposures and maintain social distancing, minimal movements to access essential goods and services, office works are permitted but leisure purposes are still not allowed. Those who have health-risk persons, immunodeficient, pregnant women, Over 60 and below 21 years old persons are not allowed to go outside of their homes unless emergency purposes, essential goods, and services are needed by their accompany and the provision to work in permitted industries exempts them so.

Under transportation, operations are reduced, The following are Rail, roads, maritime and aviation sectors and other public transportation means. The physical distance between commuters should be at least 1-Meter from each other and up to 50% occupation of passengers. Lest given, the Department of Transportation (DOTr) guidelines determines the operation of the said transport systems.





Under the sectors allowed (Manpower operations, establishments and industries) are Categorized Into Three, which is allowed to return it’s operations on June 7, 2020, from 30% to 50% respectively as Inter-Agency Task Force (IATF) released.

Category One Industries are allowed to operate half (50%) of its operation; Common Utilities (Water and Power Energy Supplies), fishery and forestry industries, agriculture, food manufacturing, food retail establishments (Supermarkets, Convenience marts, and stores) while Restaurants, fast-food chains, and small eateries can operate by take-outs and deliveries only, health-related establishments, logistics (LBC, JRS, and other couriers), Information Technology and telecommunications and media companies.

Category Two Industries are allowed to operate on a partial basis (50%); Mining and other manufacturing, electronic commerce, repair and maintenance, and housing and office services.

Category Three industries are; Financial services, legal and accounting and auditing services, professional, scientific, technical, and other non-leisure devices that can operate up to 50% of the total operations from its skeletal workforce. Given the special subject to barbershops and salons should have their proprietor’s compliance with the protocols DTI has set. Their compliance shall be assessed through a post-audit mechanism that shall be led by the DTI, DOH, LGU office, and/or other deputized organizations.
