MOA for Digital SAP Distribution launched this July

CALABARZON - The Distribution for the Social Amelioration Program (SAP) for the second tranche would be on a digital and bank service or named as a financial service provider (FSP) headed by Bangko Sentral ng Pilipinas (BSP). The amelioration fund was said to be distributed by financial service providers (FSPs), namely Gcash, RCBC, Robinsons Bank, PayMaya, Starpay, and Unionbank. On the other hand, if the recipient does not have these mediums or is geographically separated, the Department of Social Welfare and Development ( DSWD) will distribute the funds door-to-door in cooperation with the LGU.

The Second Tranche will be opened in July where the areas eligible to receive the second tranche of the beneficiaries of the SAP will be located in the areas covered by the GCQ from May 1 to 15 namely, namely: the National Capital Region, Region 3 (except Aurora), Region 4-A (CALABARZON), Benguet, Pangasinan, Iloilo Province, Cebu Province, Bacolod, Davao City, Albay Province, Zamboanga City, and an additional five million benefits.





For the second tranche of the SAP Distribution, the DSWD has signed a Memorandum of Agreement (MOA) for BSP for the digital disbursement of the second tranche of the SAP.

Under the framework of the Memorandum last June 30, 2020, the DSWD and the BSP collaboration must set up an expeditious means of delivering the assistance to the beneficiaries and, at the same time, comply with the health and safety guidelines of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).





The two partnering agencies focus on digital electronic disbursement through transaction accounts, such as bank accounts or e-money accounts carried out by duly authorized FSPs, as the most efficient way to accomplish this task. This also ensures that BSP will assist DSWD in technical discussions with FSP partners to ensure the effective implementation of bank account-based and electronic transfer of funds.

BSP clarified that the key factors for defining the FSPs would be the presence of payment partners to ensure ease and ability to cash out beneficiaries, the presence of any remittance partners of the approved FSI, historical experience in the commercial roll-out, and the form of cash-out points that can contribute to ensuring liquidity and cash availability.





DSWD Secretary Rolando Joselito Bautista stated that they had started to launch an app called "Relief Agad" and called on people to register for faster transactions to claiming their support from the SAP.

The actual distribution started in June when areas such as the Cordillera Region and the Cash Cardholders of the 4p beneficiaries already earned their part. DSWD finalized important details of the SAP second tranche distribution process with the participating FSPs and started distributing cash aid in some areas of the CALABARZON region in July.
