VICTORIA, Laguna – Providing the constituents with their basic needs is the top priority of the Municipality of Victoria, Laguna in its pandemic response plan.

During the ‘Explain, Explain, Explain: Pagdalaw sa Laguna’ information drive of the Presidential Communications and Operations Office, led by Secretary Martin Andanar, Mayor Francisco Almeida highlighted the local government’s relief and financial aid programs as crucial steps in coping with the coronavirus disease 2019 (COVID-19) pandemic.



According to Mayor Almeida, earlier cases of COVID-19 included some nurses of the Rural Health Unit and the Municipal Health Officer, two members of the Sangguniang Pambayan, and the local chief executive himself.

Fortunately, Mayor Almeida recovered from the disease, reducing the number of active cases to nine as of September 20, according to the Municipal Health Office. Bringing the total recovery of 44, while the death toll remained at zero.



Victoria’s low infection rate allowed the municipal government to focus their resources in providing the constituents’ basic needs, such as rice and grocery items, amid the stay at home order during the Luzon-wide Enhanced Community Quarantine (ECQ).

Almeida believes that providing their basic and financial needs will give his constituents no more reason to leave their homes, and help prevent the virus from spreading.

The Department of Social Welfare and Development (DSWD) also distributed food packs to supplement the assistance the local government provides.

“Lahat ng sektor [ay] binigyan namin ng ayudang bigas at grocery items,” Almeda assured.

Financial assistance aid
On top of providing grocery items and P500 cash assistance, the local chief executive admitted that the Social Amelioration Program (SAP) of the Department of Social Welfare and Development (DSWD)-which aims to provide financial assistance to indigent families-was a great help especially to local businesses.

Local business owners were given P15,000 capital to restart their operations.

“Napakalaking tulong ng DSWD sa pagbibigay ng cash assistance sa mga negosyanteng nalugi dahil sa lockdown upang sila ay makabangon muli,” Mayor Almeida said.

Impact of local legislation
“Sa tulong ng ating hepe ng kapulisan at sa ating frontliners ay nalimitahan natin ang bilang ng mga nagpositibo sa COVID-19 sa ating bayan. Napakaganda ng ating naging resulta at sumunod ang ating mga kababayan, at maging mga negosyante ay nakiisa sa atin,” Almeida said.

As the local chief executive, Mayor Almeida said he will continue to use his authority to ensure the survival of his constituents.

“Nang magsimula ang ECQ, tayo ay nakagawa ng 28 na Executive Order para matugunan ang pangangailangan ng mga mamamayan at pagpapatupad ng mga kaso,” he said.

Mayor Almeida knows that providing relief is not a practical long term plan. This prompted the municipal government to introduce more livelihood programs, such as the local recruitment activity hosted by the Public Employment Service Office (PESO), in partnership with EPSON Philippines, last September 21.
