LUCENA CITY, Quezon - Aiming to streamline government purchasing, officials from the Procurement Service – Department of Budget and Management (PS-DBM) met with the Quezon Provincial Government on Thursday, May 15, 2025 to introduce "PS-DBM on Wheels," a mobile program designed to directly deliver essential government resources to local offices.
Provincial Administrator Manuel Butardo, representing Governor Angelina "Helen" Tan, welcomed the PS-DBM team, which also included Provincial Human Resource Management Officer Rowell Napeñas and other key capitol officials. Discussions centered on the operationalization and benefits of the "PS-DBM on Wheels" program for various provincial departments and agencies.
The "PS-DBM on Wheels" program seeks to simplify the acquisition of Common-use Supplies and Equipment (CSEs) for local government offices in Quezon. By bringing a mobile supply depot directly to their locations, the initiative aims to reduce the need for extensive travel and lengthy order processes.
In a related development, PS-DBM recently celebrated its initial successful transactions through its online e-marketplace. This platform facilitates quick and easy purchasing of government supplies, including vehicles, which were among the first CSEs offered online.
PS-DBM officials emphasized that the Civil Learning and Engagement (CLE) Regional Training will offer practical, hands-on learning experiences. This training will equip participants to effectively utilize PS-DBM's online platforms and understand the latest government procurement regulations. Key aspects will include step-by-step guidance on navigating the e-marketplace and the virtual store for their specific procurement needs.
Budget Secretary Amenah Pangandaman recently highlighted the e-marketplace's user-friendly design, stating, “Everything about the e-marketplace, from its creation to its use, is designed to be fast and simple. Launched in December last year, it has already enabled two agencies to experience quicker, more efficient, and seamless procurement. Government procurement has now officially gone online with an ‘add to cart’ feature.”
PS-DBM also underscored its broader objective of modernizing government purchasing through digital tools and continuous improvements. Officials stated, "The e-marketplace is just one step in our digital transformation. We assure you that PS-DBM is dedicated to continuously implementing public procurement reforms to achieve our Agenda for Prosperity."
Training highlights during the CLE Regional Training will include easy navigation and utilization of the e-Marketplace for streamlined online purchasing. This platform has already facilitated the handover of purchased vehicles to agencies such as the Insurance Commission and the National Tax Research Center.
The training will also provide detailed guidance on using the Virtual Store's extensive range of supplies and clarify the procedures for procuring government vehicles. This aims to ensure transparency, accountability, and cost-effectiveness, aligning with Republic Act 12009, the New Government Procurement Act (NGPA).
Emphasizing its commitment to inter-agency collaboration, the Quezon Provincial Government's partnership with PS-DBM represents a significant step towards a more efficient and transparent procurement system. This initiative, leveraging advancements like the e-marketplace for essential resources ranging from vehicles to software, ultimately aims to enhance the quality of services delivered to Quezon's residents.
