Quezon province on full alert for ‘Undas’

LUCENA CITY, Quezon – As the nation observes “Undas” (All Saints’ Day and All Souls’ Day), the Province of Quezon remains on full alert with continuous security, traffic, and disaster-preparedness operations now in place across the province. The provincial government, police, and disaster response units are sustaining coordinated efforts to ensure the safety and convenience of residents and travelers throughout the week-long observance.

Undas, a Filipino tradition honoring departed loved ones, draws large crowds to cemeteries, transport terminals, and hometowns every year. The influx of travelers is expected to peak from October 29 through the first days of November, often resulting in slow traffic and road congestion along major highways in Southern Luzon.



To ensure readiness, the Provincial Disaster Risk Reduction and Management Council (PDRRMC) continues to hold coordination meetings and field monitoring activities. These efforts are led by PDRRMO Head Dr. Melchor Avinilla Jr., with Governor Angelina "Helen" Tan, Provincial Administrator Manny Butardo, and other agency representatives working together to align provincial and local preparedness plans.

“It is best that we plan ahead and act as one to ensure the safety and security of every Quezonian and visitor, through unity and preparation, we can prevent accidents, ease traffic congestion, and make everyone’s journey safer this Undas.” Governor Tan said.

Provincial offices and local government units are maintaining heightened alert status for the duration of the observance. Governor Tan said coordination with the police, health, engineering, and disaster offices continues to ensure all municipalities are equipped to manage both traffic and emergency situations.

“Through collaboration and preparedness, we can make this year’s Undas peaceful, organized, and truly meaningful for everyone, our preparations are focused on ensuring a smooth, safe, and solemn observance for all residents and visitors.” she added/

Dr. Avinilla said the province’s readiness relies on inter-agency coordination, quick response capability, and efficient communication among disaster and emergency teams. He emphasized that the PDRRMC’s approach is preventive, aiming to reduce accidents and delays through constant monitoring and advance planning.

The PDRRMC continues to coordinate with partner agencies such as the Provincial Health Office, Bureau of Fire Protection, Philippine Red Cross, and the Provincial Engineering Office. These offices are keeping teams on standby in key areas, including cemeteries, terminals, and ports, to assist the public throughout the Undas week.

Meanwhile, the Quezon Police Provincial Office (QPPO), led by Police Colonel Romulo Albacea, remains on full alert and continues to deploy additional personnel across major routes and public spaces. The police are prioritizing road safety and traffic discipline, particularly along the Maharlika National Highway, where congestion is expected.

Colonel Albacea reiterated his call for motorists to observe proper road discipline, emphasizing that counterflows and reckless driving were the main causes of gridlock in previous years. He also reminded local authorities to enforce ordinances that penalize traffic violators to help keep roads orderly.

Police units are working closely with the Highway Patrol Group (HPG), Land Transportation Office (LTO), and Department of Public Works and Highways (DPWH) to manage road safety operations. The DPWH has suspended construction along major routes, while barangay officials and tanods continue to assist with localized traffic management.

Throughout the week, help desks and medical assistance stations are being maintained in key convergence points such as cemeteries, terminals, and major intersections. These are equipped to provide first aid, information, and immediate support for motorists and pedestrians.

At the national level, the Philippine National Police (PNP) remains under full alert through the Undas period. The Department of Transportation (DOTr) has also activated its “Oplan Biyaheng Ayos: Undas 2025” program to assist passengers at bus terminals, seaports, and airports across the country.

The Department of Health (DOH) and Bureau of Fire Protection (BFP) are also maintaining medical and rescue teams in strategic locations. These national agencies continue to coordinate with provincial and local units to ensure comprehensive emergency response coverage.

Governor Tan said provincial disaster teams are monitoring weather patterns and road conditions daily to guide the public and prevent travel disruptions. She urged residents and visitors to stay cautious, plan their trips carefully, and follow safety reminders when visiting cemeteries.

Colonel Albacea assured the public that the province remains peaceful and well-secured despite the expected influx of travelers. He advised the public to secure their homes before traveling and to cooperate with authorities for a safe and orderly Undas observance.

With continued coordination among provincial agencies, local governments, and law enforcement units, Quezon remains fully prepared for Undas 2025. Officials expressed confidence that collective discipline and vigilance will help ensure a peaceful and meaningful week for all.
