LUCENA CITY, Quezon - A major national recognition puts Quezon province in the spotlight for advancing inclusive and people-centered governance. Recognition as Outstanding Governor signals sustained progress in delivering social welfare programs that reach communities and respond to real needs.
Angelina Tan was named Outstanding Governor of the Philippines for Luzon Island at the 2026 Gawad Parangal. The award was presented on April 28, 2026, at the KCC Mall Convention Center in Zamboanga City during the 29th National Social Welfare and Development Forum and General Assembly.
The event was organized by the Association of Local Social Welfare and Development Officers of the Philippines, Inc. and carried the theme on building empowered individuals, families, and communities through ethical and globally aligned social work practices. It gathered social welfare officers and stakeholders nationwide to recognize local leaders who strengthened social protection programs.
The honor was given under the 1st to 3rd Class Province Category for Luzon Island, placing Quezon among the region’s top-performing provinces. It reflects how the provincial government improved delivery of social welfare and development services across municipalities and barangays.
The recognition is tied to clear improvements in how programs reach people and how services are delivered across communities. Data presented during the forum showed wider access to assistance and stronger coordination between health offices, welfare teams, and local government units.
ALSWDOPI cited improvements in frontline service delivery and local partnerships that helped speed up aid distribution and improve how cases are handled. The agency said these changes reduced delays and helped ensure that assistance reaches communities with the greatest need.
She has pushed for better healthcare access, more livelihood opportunities, and stronger support for vulnerable groups. Programs rolled out in recent years have expanded assistance coverage and improved follow-through at the community level.
Her administration’s HEALING Agenda supports these gains across key sectors, including health, education, agriculture, livelihood, infrastructure, environment, tourism, and governance. These programs aim to deliver reliable services while promoting inclusive and balanced development across the province.
Among the province’s flagship efforts is the STAN Kalinga ng Kapitolyo para sa Quezonians Program, which provides assistance through partnerships with third-party service providers. The program helps ensure that residents receive appropriate and timely services based on their needs.
Other initiatives include livelihood programs, medical missions under Kalinga sa Mamamayan Libreng Gamutan, and educational assistance through the province’s scholarship program. These efforts aim to support families, improve access to basic services, and expand opportunities for residents.
The Office of the Provincial Social Welfare and Development Officer also leads programs supporting youth, women, persons with disabilities, senior citizens, solo parents, and former rebels. These initiatives are aligned with national programs and extend assistance to sectors that require continued government support.
The provincial government expanded medical assistance, improved nutrition programs, and increased support for marginalized families across Quezon. Disaster preparedness systems were also strengthened, with clearer coordination and faster response during emergencies.
Tan, a physician and former representative, is the first woman to serve as governor of Quezon Province. Her background in medicine and public service has shaped policies focused on health, infrastructure, and social welfare.
She was also recognized as Outstanding Filipino Physician in 2024 by the Philippine Medical Association during the Dr. Jose P. Rizal Memorial Awards. The recognition adds to a growing list of national honors tied to her work in public health and governance.
During the awarding, Tan received a formal plaque recognizing the province’s performance in social welfare and development programs. She was joined by social welfare officers and local partners who have carried out these initiatives across the province.
In her message, Tan thanked social welfare officers, local officials, and partner institutions supporting the province’s programs. She said the recognition reflects collective effort and sustained work at both the provincial and community levels.
“Ang pagkilalang ito ay bunga ng sama-samang pagsisikap ng ating mga lingkod-bayan at ng mga komunidad na patuloy nating pinaglilingkuran. Ipinapakita nito na sa tulong ng pagkakaisa, mas naihahatid natin ang serbisyo sa mga nangangailangan.”
She added that the award reinforces the need to maintain consistent service delivery and accountability in governance. Tan also reaffirmed her commitment to sustaining programs that deliver long-term benefits for Quezon residents.
“Magpapatuloy kami sa pagbibigay ng tapat at maayos na serbisyo sa bawat mamamayan ng Quezon. Ipinapakita nito ang aming pananagutan na panatilihin ang tiwala ng publiko sa pamamagitan ng konkretong resulta at tuloy-tuloy na pagkilos.”
The Gawad Parangal is among ALSWDOPI’s highest recognitions for local chief executives supporting social welfare initiatives. The annual forum gathers social welfare officers and stakeholders nationwide to share best practices and align priorities for inclusive growth.
