CALAUAG, Quezon — Permanent hospital status and sustained financial support are being sought for the Calauag Municipal Infirmary Hospital through a proposed ordinance aimed at strengthening public healthcare services in Calauag, Quezon. The measure seeks to establish a legal and administrative framework that would improve medical facilities, expand essential services, and provide greater healthcare access to financially disadvantaged residents.

Municipal Councilor Razel John B. Barrera, LPT, chairperson of the Sangguniang Bayan Committee on Health and Sanitation, authored Amended Proposed Municipal Ordinance No. 54, Series of 2026, to institutionalize the existing municipal infirmary hospital. The document remains unsigned by the municipal vice mayor, while its legislative approval and enactment status have yet to be confirmed.

The proposed ordinance would formally establish the Calauag Municipal Infirmary Hospital as a permanent municipal healthcare institution with defined responsibilities for administration, financing, staffing, and medical service delivery. It also seeks to strengthen the hospital’s capacity to serve residents of Calauag and neighboring communities while complying with Department of Health (DOH) and PhilHealth requirements.

Under the measure, the hospital would provide emergency treatment, outpatient consultations, inpatient care, laboratory diagnostics, pharmacy services, minor surgical procedures, and patient referrals. Maternal and child healthcare, dental services, preventive medicine, rehabilitation, and other authorized medical services are also included in its proposed scope of operations.

Barrera has emphasized the importance of prioritizing human lives when making decisions about essential public services, particularly healthcare. In a published statement, he urged government leaders to demonstrate the same determination that families show when seeking medical treatment for their loved ones.

“Hindi ba kapag may sakit ang anak natin, handa tayong mangutang, basta maipagamot at mailigtas ang kanyang buhay? Ganoon din dapat ang mindset natin bilang mga lider. Kung buhay ang nakataya, walang hindi dapat nating pagsikapan,” Barrera said.

The ordinance proposes placing the hospital under the general supervision of the municipal mayor, with the Municipal Health Officer or designated Hospital Administrator managing daily operations. A Hospital Management Committee would coordinate institutional planning, administrative decisions, financial management, and healthcare programs to promote accountability and operational efficiency.

It also provides for medical and administrative personnel, including nurses, midwives, medical technologists, pharmacists, social welfare personnel, and hospital support workers. The establishment of these positions would require approval from the Sangguniang Bayan and concerned government agencies, subject to existing civil service regulations and budgetary requirements.

A central provision is the proposed Hospital Development Fund, which would finance facility improvements, medical equipment, personnel training, and other operational requirements. Potential funding sources include annual municipal appropriations, PhilHealth reimbursements, DOH assistance, grants, donations, hospital income, and other lawful contributions, subject to government accounting and auditing rules.

Barrera has likewise called for institutional reforms that address shortcomings in public service delivery through practical government action. His published remarks underscored the responsibility of elected officials to establish mechanisms that resolve problems rather than merely identify weaknesses in existing systems.

“Kung may kailangang baguhin sa sistema, gumawa tayo ng mekanismo upang mapabuti ito. Hindi ba’t iyan ang dahilan kung bakit tayo halal na mga kinatawan ng mamamayan—upang humanap ng solusyon sa halip na manatili sa pagtukoy ng problema?” Barrera said.

The proposal further allows coordination with the DOH, PhilHealth, the Provincial Government of Quezon, private institutions, and nongovernment organizations to secure technical assistance and strengthen medical services. Dated October 21, 2026, the amended document also provides for implementing rules and regulations to be formulated within 90 days after the ordinance takes effect.

The absence of the vice mayor’s signature does not, by itself, establish whether the proposed ordinance has been approved, rejected, or remains under deliberation. Confirmation of the Sangguniang Bayan’s action and completion of applicable enactment requirements will determine whether the measure can establish a permanent administrative and financing framework for the Calauag Municipal Infirmary Hospital.
