Department of Social Welfare and Development (DSWD) Calabarzon has announced the adoption of the Regional Inter-Agency Council Against Child Pornography (RIACACP), which will be integrated with the existing Council in the regional level, during the Strategic Planning Workshop for the Regional Inter-Agency Council Against Trafficking and Violence Against Women and Children (RIACAT-VAWC) and RIACACP at the Makati Palace Hotel, Makati City last June 19-21. The law defines child pornography as any representation, whether visual, audio, or written combination thereof, by electronic, mechanical, digital, optical, magnetic or any other means, of child engaged or involved in real or simulated explicit sexual activities. Inter-Agency Council Against Child Pornography (IACACP) was formed according to the provisions of the Republic Act (RA) 9775, also known as the Anti-Child Pornography Act of 2009, that criminalize child pornography. It is established as the body that is primarily tasked to coordinate, monitor and oversee the implementation of the Act.

The Joint Memorandum Circular to incorporate RIACACP to the RIACAT-VAWC is still in the process of approval. Nevertheless, DSWD made the initiative to gather Council Members to form a strategic plan for each council for the calendar year 2018-2020. Section 21(a) of RA 9775 reads the function of the Council to formulate comprehensive and integrated plans and programs to prevent and suppress any form of child pornography. Hence, the conduct of the strategic planning workshop aligned with the National Plan.

During the workshop, the participants were grouped into four based on the four Key Result Areas such as Prevention and Advocacy; Protection, Recovery, Rehabilitation and Reintegration; Prosecution and Law Enforcement; and Partnership and Networking. Each group formulated a specific strategic plan for human trafficking, child pornography, and violence against women and children.

“Tandaan po natin na ang pinag-mee-meetingan po natin palagi kung bakit tayo nandito ay ayaw natin sa iba’t ibang klase ng abuses (Let us remember that the reason we are regularly meeting and, are here today is because we hate the different kinds of abuses),” Calabarzon Sectoral Unit Head Ricky Bunao said after stressing on the importance of strengthening the inter-agency relations of the Council during the planning workshop. He emphasized that DSWD Calabarzon Regional Director Leticia Diokno wants to ensure that the Council is not only formed but also functional.

The challenge that the councils now face is on harmonizing the different mandates of the council members made up of various government agencies and public/private organizations in order to achieve their dream to end human trafficking, violence against women and their children, and child pornography.
