LUCBAN. Quezon - The signing of the SLSU College of Medicine agreement has been met with great appreciation by the Tans of Quezon; Quezon fourth congressional district Representative Keith Micah “Atty. Mike” Tan and former Chairperson of the Committee on Health, Angelina “Helen” Tan, now governor of Quezon Province, who sponsored the proposal during the previous Congress, hailed the passage of the bill.

According to a press release post on the Atorni Mike official Facebook page, President Ferdinand Marcos, Jr., signed Republic Act No. 11971, creating a College of Medicine in the Southern Luzon State University (SLSU) Main Campus in the Municipality of Lucban, Province of Quezon.

Tan, who is also the Assistant Majority Leader of the House, said, “I would like to thank President Marcos and Speaker Ferdinand Martin Romualdez and the members of the House of Representatives as well as the Senate for supporting this important health measure as it seeks to provide quality and accessible medical education to financially challenged but deserving students and answer the need for more healthcare professionals in the country."

Gov. Helen Tan, principal author of the landmark Republic Act No. 11223, otherwise known as the “Universal Health Care Act, explained that the law is in support of the formulation and implementation of a National Health Human Resource Master Plan that will provide policies and strategies for the appropriate generation, recruitment, retraining, regulation, retention, and reassessment of health workforce based on population health needs as provided under the UHC”.

The creation of a medical college on the main campus of SLSU is designed to help address the country's critical need for doctors. It also intends to improve UHC implementation for all Filipinos. It strengthens the government's existing medical scholarship program, which aims to create a continually rising pool of medical doctors to allow the government to provide timely, appropriate, competent, and cheap health care services to the people, particularly the poor.

According to the law, the SLSU-College of Medicine must principally offer a Doctor of Medicine Program that includes an Integrated Liberal Arts and Medicine Program comprised of basic science and clinical courses and delivered in a learner-centered, competency-based, and community-oriented manner.

The major purpose of the College shall be to develop a corps of professional physicians to strengthen the country's healthcare system, as well as to react to the Province of Quezon and Region IV-A's human resource development needs. It is also tasked with conducting research and extension services, as well as providing progressive leadership in these areas.

The SLSU College of Medicine will offer scholarships and other affirmative action initiatives to support low-income but qualified students who meet the college's admission requirements, in accordance with the health and education agenda and scholarship programs of Governor Helen and Rep. Mike.

Students who have benefited from the scholarship program under Republic Act No. 11509, also referred to as the "Doktor Para sa Bayan Act," are required to repay favors in compliance with the aforementioned legislation. (with reports from Atorni Mike/FACEBOOK)
