The Development Academy of the Philippines has entered into an agreement with the Environmental and Climate Change Research institute, a non-government research institution that aims to create positive impact to society and the environment through groundbreaking researches, to promote and implement the “F-E-W for U” System: A Climate Change Adaptation-Disaster Risk Reduction and Management (CCA-DRRM) Solution for Food-Energy-Water Nexus Interactions Project.
DAP President and Chief Executive Officer Elba S. Cruz and ECCRI Executive Director Glenn S. Banaguas signed the memorandum of understanding forging the agreement at the DAP Headquarters in Pasig City. Also signing as witnesses were DAP Institutional Marketing Managing Director Merliza Makinano and ECCRI’s John Matthew Glico.
Terms of reference
Under the agreement, the DAP and the ECCRI will join hands in promoting and implementing the project in Mindanao and the Visayas. Part of the agreement is conducting trainings and capacity-building exercises as well as consultation workshops for various stakeholders, including provincial government and local government officials, higher education institution personnel, civil society organizations, church leaders and the private sector.
Also included in the activities are the development of the detailed provisions of promoting the project and conducting People’s Survival Fund (PSF) training and consultation workshops in the Visayas Region.
DAP’s role
The DAP’s role will specifically involve facilitating the participation of stakeholders via river basin organizations; providing assistance in data gathering; providing assistance to local government units on project proposal development and resource mobilization; facilitating the establishment of a joint planning and programming platform among itself, the Climate Change Commission-PSF, Department of the Interior and Local Government (DILG), and the Department of Science and Technology-Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD); jointly establishing with the ECCRI a monitoring and evaluation system; and establishing linkages with development partners.
Locus of empowerment and training’
The ECCRI was established in 2010 at the De La Salle Araneta University to “serve as a locus of empowerment and training” for students and aspiring scientists who build bridges between science and policy while “constructing walls” that help in preserving and protecting the environment from natural and man-made disasters, and addressing various other related issues like social stability, food and environmental security, migration, biodiversity, climate change, and disaster risks as well as their impact on the country.
` Among the ECCRI’s project partners are the National Academy of Science and Technology (NAST), Mindanao Development Authority (MINDA)-Office of the President, Palawan Council for Sustainable Development (PCSD)-Office of the President, DOST, Commission on Higher Education (CHED), CCC-PSF, Department of Agriculture-Bureau of Agricultural Research (DA-BAR), National Research Council of the Philippines (NRCP), PCIEERD, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), ASEAN-US Science and Technology Fellowship, and United States Agency for International Development (USAID).
